四、學術服務活動與工作

	學術服務工作
	1.	曾擔任海大海生所創所所長，中研院動物所所長，及負責規劃成立中研院生物多樣性研究中心，也擔任過國科會生物處動物學門召集人，及政府各部會生物多樣性委員會工作小組之委員，協助規劃及督導行政院生物多樣性推動方案之執行。在生物多樣性學術研究發展上亦有貢獻。
	2.	負責籌辦之國內外研討會甚多，如2005年5月的「第七屆印度太平洋魚類會議」，共吸引400多位國外學者出席；2007年9月籌辦「第二屆生命條碼國際會議及第一屆東亞地區區域性會議」，有250位國外學者出席；2009年11月舉辦「西太平洋海洋生物瀕危物種評估及紅皮書研討會」等大型國際會議，均能圓滿成功，甚獲國際學界之好評，不但拓展了國內年青學子之視野，也促進了不少國內外學術交流與合作的機會。在國內亦常為配合政府之施政或解决政策推動之困難，主辦過一些两岸及國內之研討會或座談會，包括海峽兩岸學術名詞對照研討會、外來入侵生物管理、人工魚礁規劃及爭議、海洋保護區劃設及落實管理、生態分布資料庫整合等等。
	3.	擔任國際學術團體之執行委員或執行秘書，實際推動國際學術交流及合作。包括國際生物科學聯盟（IUBS）（1994--2009）；國際多樣性科學計畫（DIVERSITAS）（1999.9--迄今）；國際科學技術與資料委員會（CODATA）（1991-2001;2004--2008）；全球物種名錄（Species 2000）委員會委員（2003.4—2005.4）；全球物種名錄亞太委員會（Species 2000 AO）委員（2001.2--）及主席（2003.10—2005.10）；國際自然保育聯盟（IUCN）物種存活委員會（Species Survival Commission）委員（2001.2--）；IUCN保護區委員會（World Commission of Protected Areas）委員（2001.8--）；國際生命條碼联盟 (Consortium Barcode of Life) 之執行委員 (2008-2012) ；及全球生物多樣性資訊機構(Global Biodiversity Information Facility, GBIF) 中華民國委員會執行秘書 (2008--迄今)等。對推動台灣生物多樣性或自然保育積極爭取參與國際組織及其活動，彰顯我國在這方面努力的成果，以及維護我國的權益等。
	4.	擔任行政院永續會委員(2009-2013)、永續會生物多樣性工作小組委員、行政院海洋事務推動委員會委員、農委會野生動物保育諮詢委員會委員、環保署環評委員、公害糾紛裁決委員會委員，協助修訂環保署海洋生態監測與評估之技術規範；漁業署諮詢委員推動永續漁業；教育部海生館及海科館籌建委員、國編館學術名詞審議委員，負責生態、生物多樣性及海洋生物等學科名詞審定及两岸對照之工作。
	5.	負責推動及整合國家生物多樣性之資料庫及資訊網，完成專家及物種名錄（TaiBNET），及國家入口網站（TaiBIF）之建置，整合全國分類學家完成出版首部官方之《2008台灣物種多樣性研究現况》及《2008台灣物種名錄》之專書與光碟，並逐年更新。代表國家參與GBIF全球生物多樣性資訊機構各項會議及活動，並推動成立GBIF中華民國委員會，負責全國生物多樣性資料之整合，讓過去二、三十年來始終無法整合資料的問題終能有所突破。亦擔任數位典藏國家型計畫共同主持人（2002.1--2006.12）及第二期計劃分項三「國際合作」，子二計畫「國家文化入口網」計畫主持人(2007--)，建置「數位台灣--文化與自然」國際入口網(http://culture.ndap.org.tw) ，將台灣豐富多樣的文化與生物以英文介紹給國外人士；擔任數典計畫工作小組委員及「動植物組主題工作組」及「生物與自然主題工作組」召集人。
	6.	推動「台灣生物誌」之編撰及負責數位版生物誌上網公開，台灣生物生態分布資料之整合及上網，生態工法資訊網之建立及整合；全台各大博物館生物標本之典藏數位化及整合；台灣野生動物冷凍遺傳物質典藏及資料庫建立等等。
	7.	領導並協助NGO推動生物多樣性之科學教育及保育宣導活動，包括擔任過中華民國自然生態攝影學會、中國生物學會理事長，中華民國魚類學會，及中華鯨豚學會之理事長等，及其他許多與自然保育相關學會之理事或常務理事。
	8.	協助政府規劃及推動漁業資源之永續經營，包括規劃及調查評估人工魚礁之成效，海洋保護區之劃設及管理，近沿海漁業及底拖漁業之管理；水產品輸入審核與管理；漁業及海洋生物多樣性分布資料庫之建置及整合；及以生態系為取向之漁業管理等等，促使台灣之漁業政策及環保政策可以邁向永續利用的方向。2002年在「IUCN-WCPA東亞區域委員會第四屆大會」中主辦海洋保護區部份，作成東沙宣言，促成東沙成功地劃設為海洋國家公園。
	9.	於海洋保育的教育宣導方面，1997-2000年間每年主辦一屆「台灣海洋環境大會」，出版專書，開國內海洋保育觀念之先。此外亦常應邀提供甚多之環境教育、通俗演講及通識課程，每年至少50場以上，也撰寫及出版過甚多之通俗文稿、專書、圖鑑、光碟及網路資料庫等，積極宣導海洋生態保育及漁業永續利用之觀念，使台灣的漁業經濟得以永續發展。如出版過《海洋生態學》之教科書；《海洋生物漫談》；《藍色運動 - 尋回台灣的海洋生物》；《同意輸入野生動物水產物種圖鑑》等。曾獲教育部三等教育文化獎章(1998)。並曾協助國科會科學週「2003水水台灣」之規劃，及「2006年科學季-多樣性台灣」特展之內容規劃及統籌工作等。近年來並致力協助政府規劃並推動海洋保護區之劃設與管理，2009年底購買《魚線的盡頭》(The End of the Line) 版權之海洋保育影片，並予推廣，獲得各界廣大的迴響。已成為這兩年來海洋教育最受歡迎的影片。2012年初印製《台灣的海鮮選擇指南》摺頁及上網供下載，推廣消費者後自身作起，以買對魚、吃對魚的行動來支持海洋保育工作。

七、研究工作簡介

顯示

		利用潛水等各種方法，蒐集台灣水域魚類之標本與時空分布資料，從事魚類系統分類、地理分布、生態進化方面之研究，內容包括：
	1.	整理、命名台灣水域產之新種或新記錄種魚類，並將形態、生態、生化或分子生物等各類資料，利用表型或支序分析方法探討魚類之分類系統及類緣關係；
	2.	逐年分區建立本省沿岸及近海之魚類資料庫 (含標本、文獻、生物名、分布、特徵)，公開提供各界從事基礎學術研究，資源開發、利用、保育、評估、管理所需之背景資料
	3.	除從事魚類種群判別、生活史、食性、洄游分布等之基礎研究外，並利用群聚結構為生物指標來監測評估本省各地水域環境受人為或自然因素之影響。
	4.	魚卵之鑑定（形態、電顯、分子生物）及系統分類。
	5.	海岸溼地生態系模式之建構，利用ECOPATH, ECOSIM/ECOSPACE進行七股潟湖、大鵬灣、淡水河口、關渡自然公園、北核電廠海域等生態系營養層模式之建構。

八、從事研究過程及重要成就

		個人的研究過程是魚類分類、生態、演化、保育到建構資料庫逐步地推展，綜合而言即為台灣魚類生物多樣性的研究。研究層級包括基因、物種及生態系；研究材料由成魚擴展到魚卵及仔稚魚；研究之生態系則由珊瑚礁、紅樹林、河口、潟湖、沙泥底到深海棲地。這些研究所得到的種類組成、生態習性及其時空分布之動態資料均陸續納入「台灣魚類資料庫」，並在網上公開可供各界查詢使用。上述之研究成果在學術及應用上應有下列一些較重要的成績：
	1.	魚類分類學（1）累計已在學術期刊發表百餘篇之研究報告，其中半數以上為SCI報告，迄今本研究室共發表了50種以上世界新種魚類。並為台灣本土的魚類增加了千種以上過去未曾在台灣發現之新記錄魚種，使台灣的魚種數達到3,080種以上，佔全球總魚種數的1/10。此數目較1993年所出版的《台灣魚類誌》增加了上千種，在魚類分類及魚類之全球地理分布之知識上有重要貢獻。此外並出版多冊魚類圖鑑或名典，如《台灣沿岸魚類圖鑑》、《台灣的珊瑚礁魚類》、《台灣自然觀察圖鑑》共12冊、《墾丁海域魚類圖鑑》、《台灣常見的珊瑚礁魚類》、《台灣常見魚介貝類圖說 (上) (下) 兩冊》、《拉漢世界魚類名典》、《台灣魚類誌》、《魚類圖鑑》、《魚類入門》、《墾丁國家公園海域魚類圖鑑-增修壹版》《東沙魚類生態圖鑑》《拉漢世界魚類系統名典》、《常見魚介貝類圖鑑》、《印象深海》等書。曾獲得過金鼎獎、「好書大家讀」年度最佳讀物獎。對利用本土魚類為材料之基礎生物研究、教學、或水產養殖、資源評估、環評、保育、生物技術、生態旅遊等方面之應用均十分重要。（2）除成魚之分類外，並利用光學、電顯及DNA定序(生命條碼)(Barcode of Life)等方法應用到魚卵及仔稚魚之分類，將台灣週遭海域近200種魚卵彙集出版全球第一本《台灣海域魚卵圖鑑（中英文版）》，受到學界所矚目。近期內更將利用條碼之正確鑑種結果來編撰更可靠的魚卵及仔稚魚分類圖鑑，進而對了解魚類之生活史、產卵繁殖，孵育成長、洄游的時空分布之動態能有突破，這也是未來在海域生態監測、環評，海洋資源經營管理、劃設海洋保護區，乃至國土規劃方面不可或缺的資料。（3）在傳統形態分類研究人才日漸凋零之際，仍致力培養魚類基礎分類與生態研究之人才，迄今已有多位碩博士或博士後之研究人力，在魚類學界擔任教研工作，使此一基礎重要的學科領域得以繼續傳承。
	2.	魚類生態及保育（1）在群聚結構上，首先利用珊瑚礁魚類地理分布資料，提出台灣海洋生物分布之類型及其形成之機制，後來利用河口、沙泥地、及紅樹林之魚類資料，以及其他學者利用其他海洋生物之研究亦陸續予以證實。根據此一結果證明台灣南北魚類相地理區之不同，也因此在國際上爭取到南海之範圍可擴及台灣，亦即由赤道向北延伸到北迴歸線以南之範圍。最近之探勘更到達4300公尺之深海生態系，發現水深亦是決定台灣魚類分布類型之另項重要環境因子。另與美國合作嘗試深達百米珊瑚礁區之大深度潛水，證實台灣海底亦尚有甚多新種尚待探勘。率先與國網中心及海生館合作成功地在墾丁建立海底即時無線監視珊瑚礁生態的觀測系統，受國際矚目。（2）引進國外最先進的群聚分析（PRIMER）及生態系模式建構（ECOPATH及ECOSIM/ECOSPACE）軟體，與興大林幸助團隊合作成功地應用在七股潟湖、淡水河口、大鵬灣、蘭陽溪流域、核二廠野柳國聖海岸、墾丁珊瑚礁等地，完成生態系模式之建構，發表多篇研究報告。如七股之報告為全球第一個熱帶沙洲潟湖之生態系模式，具體提昇國內環評及生態研究之水準。並負責召集及推動台灣第一個海域長期生態研究計畫--墾丁珊瑚礁海域，建立資料庫，並發現破壞當地生態之主要人為因素為過漁及優養化，已提供墾管處在其經營管理上之參考。（3）畸形魚之研究，以嚴謹的系列科學研究證明核二廠出水口之畸形魚純係因水溫過高所造成，並證明此畸形實為因高溫缺乏維生素C所引起，且椎彎之後亦可再恢復，並非由輻射或重金屬汙染所造成，有效地平息社會之爭議。（4）2010年在Biological Invasion之國際期刊發表全球第三種海水入侵魚種─「紅鼓魚」，此種由於養殖目的所引進之美洲產「眼斑擬石首魚」，因網具破損或宗教放生之行為而逸出到海洋中，目前已在台灣西海岸分布，並已擴及福建沿海一帶。故建議養殖業者未來應儘量以本土魚種為優先進行繁養殖之對象，以免影響本土海洋魚種之生存空間。
	3.	魚類演化除研究構成演化樹之方法論外，亦利用分子演化及地理親緣關係研究結果，檢討修訂魚類之分類系統之參考。已累積有近20篇之相關報告，除利用共同樹及共同指標法之模擬，有效平息多年來系統分類學兩大派：表型學派(Phenetic)與支序學派(Cladistic)之重大爭議外，亦實際利用形態及分子方法從事多個淡水及海水魚類群之演化關係之探討，包括海水的金梭魚、鰕虎、鯛、雀鯛、蝴蝶魚、帶魚、棘茄魚、鰨、鼠銜魚科及淡水魚之鯉及鲱科魚類等，據以修訂這些科之分類系統。
	4.	魚類資料庫為了能將這些研究成果能免費提供大眾廣為使用，並隨時可以更新，故並未急於出版紙本之魚類誌。反而先將這中英文之魚類誌資料，全部數位化上網，分別在TaiBIF(http://taibif.org.tw)及「台灣魚類資料庫」（http://fishdb.sinica.edu.tw）上公開供外界查詢使用。「台灣魚類資料庫」，由於內容豐富完整且己與國際接軌，故己成為國內外建置生物多樣性資料庫由本土走向國際之典範，並屢獲邀請於國際研討會中作專題報告。目前平均每一個月上網查閱「台灣魚類資料庫」之人次己高達50萬人次以上。應對台灣魚類的教育、研究、保育與永續利用提供重要的貢獻。資料庫之建置及維護耗時費力，是一項純屬學術服務工作，但卻是學術研究走入社會，回饋社會最具體的工作。此外，更將全球「魚庫」(FishBase)網頁及資料中文化，讓全球華人均可使用此一公認為全球最佳生物多樣性資料庫，建置於中研院之鏡像站，也是全球許多鏡像站中維護及合作最佳的網站。
